Hm ... I think that the each member has two different choices for privacy and it's up to them if they want that extra 2 layers of privacy and there's not much we can do about it.

But there is a way to make a buddy/friend request that's a bit obscure and without going to their profile. I think it will work on those members who have their privacy settings on.
Try this on one of those private members and let me know if it works:
Instead of going into their profile by clicking on their avatar, click on their
name and you will get a dropdown menu and there should be a buddy request on there ("Add this member to your tFS Network"). If they accept you as a buddy, you may then access their profile and make profile comments. And I beleive that you may PM them from this dropdown menu as well ... if you don't want to be a buddy but just want to communicate with them.
Also, you may give karma on a private profile I beleive and I think that a thank you would work nicely here, too.. However, some people don't know about the karma section on their profiles (User CP) and miss these comments.
Let me know if the drop down menu works.
