It is, but you don't have to log onto a Paypal account. You can just enter your visa stuff in without logging onto your Paypal.

^ Which I recommend because it is probably much faster. I had to wait like 5-7 days for mine to activate.

I believe you also get a larger profile picture.

From the Misc. section of your User CP;

You will get an enhanced account with a larger avatar, custom member title, 1,000 private messages, more uploads space

And as of now, your account will automatically renew ... on the anniversay of the date you upgraded ... so keep an eye on your Paypal account on that date. Only payment method is Paypal, right now .... see this thread for more info about payment.
