Most of those pictures you have all posted have been petticoats.

Your best bet is either going to a dance store for an actual tutu, or a bridal place for a petticoat!

no idea who designed this but it sure is a great dress, maybe a japanese designer? looks either japanese of french to me

I can read Mandarin full script and I'm pretty sure that the writing underneath isn't Chinese so it must be Japanese...and it was in Japan...so presumably the designer is Japanese? That-amazing-textile-guy-who-I-can-never-remember-the-name-of maybe...

It's definitely Japanese... but may not necessarily be a Japanese designer as the Japanese are very into European couture...
