The latter focuses on the basics of how to begin illustrating yourself, whereas the former concentrates on examples presented by theme, brand, time period, etc.
If you're looking for a technical art book on illustration as it pertains to fashion, then 9 Heads is the way to go. The two I previously listed are much more fun to look at and more basic than the extensive 9 Heads.

What I'd love is a book that shows you how to do textures, rendering materials...
Back in high school I worked for a commercial who had a giant textbook called the
Famous Artist course
(I don't think you can buy it)
and there was a section on fashion illustration
using crayon to render a rough fabric.. like a wool knit (drawing the Vs)
and how to create velvet and satin with gouache
