There is ton's more fashion in NY than LA ... but then there are tons more people tring to get into the fashion biz, so I think the competition is just as stiff in either city.
Most of the US fashion magazines are based in NY. Visual merchandising you can do in any city that has large stores, department stores and chain stores ... so that won't make much difference. Merchandising ... the bean counting end of it ... pretty much the same, any big city so ... either one, depending on where they base thier merchandisers (probably at the home office and sometimes at large regional offices). I don't know anything about product developement so I can't comment on that specifically... but I do know that, generally, the high end lines are based in NY ... but for producers of sportswear, athletic wear, jeans, urban wear, swimsuits, children's wear, modestly priced shoes and suprisingly, formal gowns (the red carpet thing) ... a whole lot of them are here in L.A. So it really depends on your focus, I guess. NY has the edge if magazine work is important to you but be aware that it's heavily dependent on having had internships at magazines to begin to make your connections in that field.
In L.A. you must have a car ... or you won't be able to make the rounds for interviews. Things are really spread out here and our public transportation is not great. NY ... there's always the subway and things seem to be more localized ... closer together. Both are very expensive to live in ... but NY a bit more so. Outlying areas of both cities are way cheaper ... but that means lengthy commutes to work everyday.
